Whitemoss Landfill
Whitemoss is an important part of the UK’s hazardous waste management infrastructure and was recently acquired by Veolia plc.
Philip was involved in promoting a 12ha western extension to the landfill site through the emerging Lancashire Minerals & Waste Development Framework: Site Allocation and Development Management Policies DPD, and participated fully in the independent examination hearing sessions.
Working closely with the operator and as part of a multidisciplinary team under the guidance of Queen’s Counsel, he later dealt with the main planning issues in a subsequent application for a development consent order, made under the Nationally Significant Infrastructure Project consenting regime, for the extension and continuation of the landfill site. This was granted by the Secretary of State in 2015 following a lengthy examination process that considered widespread objections and various issues that included (but were not limited to) conformity with key policy statements, impact on the Green Belt, and whether very special circumstances existed to justify the proposed development.
